Previously known as The Saudi American Bank, Samba was established on 12 February 1980 by taking over Citibank branches in Jeddah and Riyadh in order to comply with Saudi law that required all foreign banks to be at least 60% owned by Saudis. Under a Technical Management Agreement, Citigroup agreed to manage the new bank. Shaukat Aziz, former Prime Minister of Pakistan, was the bank's Managing Director in the 1990s.
